Event overview

This event aims to give a non-legalistic, comprehensive breakdown of the legislation by focusing on common problems facing financial services staff in the offshore environment, by providing scenarios and pragmatic advice on how to deal with the question 'To report or not to report?'

Delegates will be able to ask candid and direct questions on what makes a good report, making a positive impression with the FIU and how to avoid common pitfalls.

Delegates will be able to discuss in detail, lessons learnt from recent cases and how an MLRO might protect themselves from the risk of any possible future prosecutions.

Lawrence Courtness

Acting Detective Inspector JFCU Operations at States of Jersey Police

Detective Inspector Lawrence Courtness was appointed in January 2018 as Head of the Financial Investigation Unit (Operations) based within the Joint Financial Crime Unit (JFCU). Lawrence has been a Police Officer since 2001 and has spent time in uniformed operations, corporate services and crime departments. From 2008–2012 Lawrence was the Detective Sergeant responsible for JFCU Operations during which time he obtained an ICA AML diploma with distinction.

Lawrence is the Force lead for Hostage and Crisis Negotiators and Mental Health, a Tactical Firearms Commander and the President of the States of Jersey Police Association. He is the JFCU’s representative at CARIN and is the Chair for the Terrorist Financing element of Jersey’s National Risk Assessment which commenced in 2018.

David practised as a self-employed English barrister for nearly 10 years before returning to Jersey. He is a litigator with a proven track record, delivering results in challenging, complex, high-value cases, through innovative commercial strategies involving where necessary technology and electronic data. He is also an Accredited Mediator, Advocacy Trainer and Crown Advocate and is highly regarded for his court-room skills. Recent cases have involved trust and estates, funds, fraud, insolvency, competition law, proceeds of crime, money laundering and other regulatory issues.

Louise Clayson

Acting Detective Inspector JFCU Financial Intelligence Unit at States of Jersey Police

Detective Inspector Louise Clayson was appointed in July 2017 as Head of the Financial Intelligence Unit based within the Joint Financial Crime Unit (JFCU). Louise has been a Police Officer since 2001 and her career to date has spanned both uniformed operations and crime departments. She has also worked at a supervisory level in the Public Protection Unit and CID, dealing with serious and organised crime.

Louise is a trained Tactical Firearms Commander, a nationally trained Hostage and Crisis Intervention negotiator and she is also a Police Search Team Leader. Louise will represent the Jersey FIU at Egmont plenaries and will be working closely with the Chief Minister’s Department, the Law Officers’ Department and the Jersey Financial Services Commission in preparation for Jersey’s National Risk Assessment which commenced in 2018.

Financial Crime Prevention Education Training and Development Manager at BPP

Jo has worked in offshore financial services since 1988 and is a Fellow of the Institute of Chartered Secretaries and Administrators. Jo previously ran the ICSA programme at BPP Professional Education where her students won many of the international prizes. Jo has also taught on CMI and ACCA.

In addition she is a senior lecturer for the International Compliance Association delivering on their full range of AML and compliance qualifications. As well as exam training and involvement on JIBS’s extensive public programme, Jo specialises in developing bespoke, technical in-house CPD programmes covering a range of AML, compliance and governance issues. Clients include the British Bankers' Association, the Association of Corporate Service Providers in the Isle of Man and the Guernsey Training Agency.

A committed educationalist, Jo obtained a First Class Law Degree in 2005 (LLB), facilitated through the Open University. In 2015 she was awarded a Merit in a Masters in Law (LLM) from Queen Mary University of London specialising in financial services law. She is passionate about the delivery of accessible and innovative training courses.
