Senator John Le Fondré

Chief Minister of Jersey

Senator Le Fondré was elected Chief Minister on 4th June 2018, following his election as Senator in May’s General Election.

Senator Le Fondré had previously served as Deputy of St Lawrence from 2005-18. Since his election in 2005, he has held a number of Assistant Ministerial positions within the Treasury, the Chief Minister’s Department and the Infrastructure Department.

In 2014, he became Chair of the Corporate Services Scrutiny Panel within the States Assembly and, from 2017, Chair of the Brexit Scrutiny Panel. He also represented the Island within the Assemblée Parlementaire de la Francophonie and the British Irish Parliamentary Assembly.

Prior to entering the States, Senator Le Fondré was a Chartered Accountant for Ernst and Young, working in Jersey and Luxembourg. He has also held a number of voluntary positions, including over 20 years as Honorary Secretary for a local Housing Trust.

Born and raised in Jersey, Senator Le Fondré is a keen dinghy sailor and enjoys competitive shooting. He is a fluent French speaker, having studied for a time at Montpellier Business School.

Chris Usher

Global Head of AML and Financial Crime Education at BPP Professional Education

Chris has over 20 years’ experience in international financial services, working both in the UK and offshore, for major financial institutions such as Barclays Wealth and Santander.

Formerly an International Investment Manager he advised both individuals and corporate entities on complex investment scenarios. He now specialises in delivering training in investment management, taxation and regulatory matters in international finance centres around the world.

Chris is a specialist chairman of a number of high-profile events, including conferences such as the Annual Compliance & Economic Crime Symposium and the International Taxation Conference. As an expert in the financial crime risks posed to international offshore financial centres, Chris was invited to speak at the Association of Certified Anti-Money Laundering Specialists (ACAMS) conference on the topic of ‘Understanding the Criminal Vulnerabilities of Offshore Products and Services’.

Tom Wherry

Head of EU Engagement at the Government of Jersey

Tom learnt his trade at Linklaters LLP where he specialised in EU law, financial regulation and capital markets in London, Milan and Tokyo. He arrived at the Government of Jersey via an environmental NGO in New Zealand and one of the UN's international criminal courts in The Hague. Now he heads up the Government's approach to Brexit and financial services, as well as advising on numerous other projects, notably Jersey's approach to economic substance.

Richard Corrigan

Group Director at the Government of Jersey

Richard Corrigan was appointed to the role of Group Director, Financial Services and Digital Economy in April 2017. Richard leads a team of officials in the development and implementation of policy and legislation towards the financial and digital sectors as well as cross-cutting matters of competition and innovation.

Prior to this appointment Richard was Deputy CEO of Jersey Finance Limited, where he led an international team promoting Jersey as a well-regulated, internationally co-operative financial centre. He has experience across a range of international markets and financial services disciplines from his earlier career.

Richard’s earlier career was in the banking sector with Barclays plc and The Royal Bank of Scotland Group. During that time Richard worked across a range of international markets, client segments and product areas. Richard acted as board director for various trust companies, fund services and investment management businesses.

Professionally, he is a member of both the Institute of Directors and the Institute of Financial Services. Richard is Chair of the Governing Board at Highlands College, Jersey and a member of the Prince's Trust Steering Group for Jersey.

Kate Anderson

Partner at Voisin Law

Since 2000 Kate has specialised in Jersey commercial and corporate law, in particular advising upon commercial property holding structures, banking and finance, Sharia’ compliant structures, investment vehicles and regulatory matters.

Her practice has focused primarily upon collective investment funds, from large quasi-retail open ended highly regulated funds to very private schemes advising upon the structure, regulation and corporate governance of the schemes and their related functionaries.

In addition to her funds and regulatory practice, Kate leads a banking team advising on large corporate borrowing transactions predominantly relating to commercial real estate groups.

Kate was sworn in as an Advocate to the Royal Court of Jersey in November 2017 and became a partner of Voisin Law in January 2018.

Tim Morgan

Partner at Mourant

Tim is a Partner in Mourant's Jersey office. He focuses on funds and related corporate finance and restructuring. He has practised in Jersey since 2003 advising promoters, investors, boards, regulators and service providers across asset classes including private equity, credit, real estate, hedge and liquid securities. He is vice chairman of the Jersey Funds Association.

Prior to Jersey, Tim trained with Taylor Wessing in London and Brussels. He went on to practise as corporate lawyer at PwC Legal and then in the M&A team at Dresdner Kleinwort Wasserstein in London and New York, advising on private equity sponsored deals.
