Stuart Chandler

Head of Business Development, BPP CI

Stuart is Head of Business Development for BPP. He started his career at PWC, and has 10 years’ experience in the fund industry, including fund accounting and financial reporting work at Kleinwort Benson and Northern Trust. Most recently, he was Assistant Vice President of Client Service at State Street.

Stuart is a published author, having written a career guide on becoming an accountant, as well as a Fellow of the Association of Chartered Certified Accountants, Fellow of the Chartered Management Institute and Associate Fellow of the Higher Education Academy. He also chairs the Guernsey Society of Chartered and Certified Accountant’s (GSCCA) Training and Courses Sub-committee and sits on their Executive Committee.

Deputy Gavin St Pier

Deputy in the States of Guernsey & President of the Policy & Resources Committee

Gavin is a chartered accountant and chartered tax adviser. Having qualified in Guernsey, he worked in London for a couple of years and qualified as a barrister before returning to the island in 1995, following which he worked in the fiduciary sector.

He was a partner with international accounting firms KPMG and Deloitte and held senior positions locally at Kleinwort Benson and Barclays Wealth.

He was elected to the States of Deliberation in April 2012 and was Treasury and Resources Minister until 30th April 2016. Following his re-election to the States of Deliberation in April 2016, he was elected President of the Policy & Resources Committee and Guernsey’s Chief Minister on 4th May 2016

Andy Sloan

Dr Andy Sloan

Deputy Chief Executive, Strategy at Guernsey Finance & Chair of Guernsey Green Finance

Andy developed the Guernsey Green Finance initiative which he also leads. His role at Guernsey Finance is to oversee jurisdiction wide financial services strategy. He joined Guernsey Finance on August 1st 2018, following a six month secondment from the GFSC where he was a Policy Director. He is a member of States’ advisory groups on international tax policy & Brexit and is a member of the The CityUK’s IRSG’s and Corporation of London’s standing committee on regulatory coherence. Andy has a PhD in Macroeconomics and is a member of the Institute of Directors and Institute of Risk. Andy also worked in corporate and financial PR in London in the late 90s and early 00s.

Frances Watson

Partner at Mourant

Frances is a Partner and Guernsey Advocate in the Finance and Corporate team in Mourants Guernsey office.

With over 20 years’ experience, her practice covers a wide variety of corporate and commercial matters, finance, investment funds, insurance, listings, regulatory advice and restructurings.

Prior to moving to Guernsey in 2005, Frances spent seven years working with Allen & Overy, advising on a wide variety of corporate and corporate finance matters. Frances joined Mourant in early 2017.

Richard Field

Partner at Appleby (Guernsey) LLP

Richard is a Partner in the Dispute Resolution & Regulatory team at Appleby, specialising in corporate and commercial litigation and regulatory matters. His regulatory focus covers the areas of data protection and cyber, AML and compliance, technology and eGaming.

Richard has been working on data protection matters for some years and is at the forefront of advising on Guernsey’s Data Protection Law and GDPR. He sits on the States of Guernsey’s GDPR Industry Working Party and has recently been elected Chairman of the Bailiwick of Guernsey Data Protection Association. He is also a member of the International Association of Privacy Professionals and a qualified GDPR Practitioner. He has written and spoken extensively about data protection, information management and cyber issues in a legal and practical context and is considered one of the leading lawyers on the island in this area.

Richard has acted for a range of local and global institutions on complex, cross-border disputes involving funds, banking and investment relationships and trusts. Many of the cases he has worked on involve fraud, asset tracing and applications for injunctive relief, or regulatory issues (such as enforcement, AML, bribery or sanctions), often resulting in ground-breaking judgments, both in Guernsey and England.
