Gareth Rees, QC

Partner at King & Spalding and Former Executive Director of Enforcement and Executive Counsel at the Financial Reporting Council (FRC)

Gareth Rees defends clients facing investigations in the UK and abroad and provides financial and corporate crime and regulatory advice. He is a partner in the firm’s Special Matters and Investigations practice.

Gareth spent five years as the Executive Director of Enforcement and Executive Counsel at the Financial Reporting Council (FRC), the UK’s statutory audit regulator and corporate governance authority. He led high-profile investigations and prosecutions of accountants, auditors and actuaries in matters which affect the UK public interest.

Before his appointment to the FRC in 2012, Gareth spent more than 30 years in private practice. In particular, he specialised in corporate and financial regulatory defence as well as criminal investigations related to fraud, corruption, bribery, sanctions, money laundering and insider dealing. Gareth was appointed Queen’s Counsel (QC) in 2003.

Deputy Chief Executive, Strategy at Guernsey Finance & Chair of Guernsey Green Finance

Andy developed the Guernsey Green Finance initiative which he also leads. His role at Guernsey Finance is to oversee jurisdiction wide financial services strategy. He joined Guernsey Finance on August 1st 2018, following a six month secondment from the GFSC where he was a Policy Director. He is a member of States’ advisory groups on international tax policy & Brexit and is a member of the The CityUK’s IRSG’s and Corporation of London’s standing committee on regulatory coherence. Andy has a PhD in Macroeconomics and is a member of the Institute of Directors and Institute of Risk. Andy also worked in corporate and financial PR in London in the late 90s and early 00s.

Jo Huxtable

Partner at Deloitte LLP

Jo leads Deloitte’s tax practice across the Channel Islands and has worked in tax for around 27 years mainly within professional practice but also within industry. She is a qualified Chartered Accountant and Chartered Tax Advisor and has experience in both corporate tax and VAT. She has considerable experience with a focus on corporate and international tax for a wide range of financial services clients, including investment funds and private equity houses. Projects range from local Guernsey and Jersey tax compliance and advice, VAT advisory as well as advice on international tax principles such as residence, permanent establishment, withholding tax and the impact of double tax treaties. Her experience also covers transaction work on disposals, acquisitions and re-organisations.

Katherine Jane

Director of Risk and Financial Stability at The Guernsey Financial Services Commission

Katherine is Director of Risk and Financial Stability at the Guernsey Financial Services Commission, with additional responsibility for finance. Prior to joining the Commission, she worked at Deloitte in London, providing prudential and risk support to a wide-range of FCA-regulated firms. Previous to this, Katherine spent 5 years at the Financial Conduct Authority where she supervised a wide-range of firms, including FTSE-listed companies, and was key in the FCA’s implementation of CRD IV for its firms. Since joining the Commission in 2016, Katherine has been responsible for the maintenance and development of the Commission’s risk-based approach to supervision. Katherine is a fellow of the Association of Chartered Certified Accountants.

Stuart Chandler

Head of Business Development, BPP CI

Stuart is Head of Business Development for BPP. He started his career at PWC, and has 10 years’ experience in the fund industry, including fund accounting and financial reporting work at Kleinwort Benson and Northern Trust. Most recently, he was Assistant Vice President of Client Service at State Street.

Stuart is a published author, having written a career guide on becoming an accountant, as well as a Fellow of the Association of Chartered Certified Accountants, Fellow of the Chartered Management Institute and Associate Fellow of the Higher Education Academy. He also chairs the Guernsey Society of Chartered and Certified Accountant’s (GSCCA) Training and Courses Sub-committee and sits on their Executive Committee.

Ciara Tait

Head of Financial Reporting at BPP Professional Education

Ciara is responsible for the continuous development of BPP’s Financial Reporting offering, writing high quality, tailored courses, complementing the ACCA, Foundations in Accountancy, ICSA and ACA professions during qualification and throughout continued development. Ciara has taught in many areas across a range of professional qualifications, specialising in Financial Reporting. She loves to research and present on new areas of financial reporting which are relevant to the Jersey and Guernsey markets.
