Stuart Chandler

Head of Funds at BPP CI Limited

Stuart originally joined BPP CI as a tutor in 2011 and, after 4 years as a senior tutor and ACCA Programme Manager, moved to State Street in order to gain more experience in Guernsey’s fund industry. Whilst there he was Assistant Vice President in the Client Services team, responsible for a range of listed and unlisted private equity funds. He re-joined BPP in 2017 when a senior position became available. Stuart is a Fellow of the Association of Chartered Certified Accountants and an Associate Fellow of the Higher Education Academy.

Stuart’s experience in the fund industry is broad, spanning 10 years in fund accounting, financial reporting, operational and regulatory compliance, board management, corporate secretarial and administration. This experience is invaluable when it comes to designing and delivering courses in the Professional Development arena across areas such as fund accounting, fund structuring and asset classes, emerging regulation, Anti Money Laundering and compliance. Stuart also delivers numerous courses for the ACCA, Chartered Governance Institute and ACA qualifications, with a focus on strategy, law and audit.

Joe Moynihan

Chief Executive Officer of Jersey Finance Ltd

With a career in financial services spanning four decades, Joe has a strong commitment to the future success of the industry in Jersey. Joe commenced his professional life in the banking sector, rising to the position of CEO of Jersey and the Isle of Man for a major bank, which included responsibilities for trusts and investments. In recent years, he expanded his focus as Director of Financial Services within the Government of Jersey, where he worked closely with industry and regulator to ensure the island’s position as a leading international finance centre. Before joining Jersey Finance in February 2019, Joe was working to establish high-reputation regulatory frameworks and business models for IFCs in the Middle East and Africa.

Paul Vane

Deputy Information Commissioner at the Jersey Office of the Information Commissioner (JOIC)

Paul has extensive experience in the regulatory and law enforcement environment and has been Deputy Commissioner since 2004. Between January and August 2018 he was Acting Information Commissioner, during which time the Data Protection (Jersey) Law 2018 and the GDPR came into effect. Paul acted as spokesperson for the JOIC at this time.

Previously, Paul worked at the Jersey Financial Services Commission as a Compliance Manager and previously as the Policy and Legal Manager. This gave him experience in a similar regulatory environment where, among other things, he was responsible for ensuring that financial services businesses were compliant with Jersey’s financial services law.

Paul is responsible for promoting awareness of the law, its principles and the rights of controllers and processors as well as individuals and data subjects. An important part of his role is to ensure that the office is perceived to be helpful, supportive and informative, while enforcing the law where necessary.

Tom Wherry

Head of European Relations at the Government of Jersey

Tom learnt his trade at Linklaters LLP where he specialised in EU law, financial regulation and capital markets in London, Milan and Tokyo. He arrived at the Government of Jersey via an environmental NGO in New Zealand and one of the UN's international criminal courts in The Hague. After a spell in the Government of Jersey’s financial services policy team leading on Brexit and economic substance, he now heads up the European team in the External Relations Department.

Rupert Lee

Senior Tax Manager at Deloitte LLP

Rupert joined Deloitte in October 2019 after spending two years working for a financial services mergers and acquisitions tax practice in London. He also has six years of prior experience working in Jersey, undertaking corporate tax compliance and advisory engagements for a variety of banking and trust company clients.
