Professor at the University of Leuven (KU Leuven) and founding partner of RiskConcile

Wim Schoutens (Leuven, Belgium) is a professor in financial engineering at the University of Leuven, Belgium. He holds a Ph.D. in Mathematics.

Further, he is a founding partner of RiskConcile, a fast growing (and profitable) fintech company focussing on machine learning, quantitative advisory and cloud-based solutions for the financial industry.

He is an independent expert advisor to the European Commission and author of several books on financial engineering.

Laura, Chairperson of Qadre and Spokesperson for the British Blockchain Association, is a leading entrepreneur in the field of blockchain technology and a trailblazer for women in fintech. She has co-founded three successful blockchain ventures and is currently developing Qadre into a global technology leader – working with UK parliament, industry, and regulators alike to drive policy and cultural changes to technology. Laura is a regular speaker in domestic and international governments, regulators, and NGOs, promoting technology for good. Chris Usher

Chief Executive Officer of Jersey International Business School

Chris has over 20 years’ experience in international financial services, working both in the UK and offshore, for major financial institutions such as Barclays Wealth and Santander.

Formerly an International Investment Manager he advised both individuals and corporate entities on complex investment scenarios. He now specialises in delivering training in investment management, taxation and regulatory matters in international finance centres around the world.

Chris is a specialist chairman of a number of high-profile events, including conferences such as the Annual Compliance & Economic Crime Symposium and the International Taxation Conference. As an expert in the financial crime risks posed to international offshore financial centres, Chris was invited to speak at the Association of Certified Anti-Money Laundering Specialists (ACAMS) conference on the topic of ‘Understanding the Criminal Vulnerabilities of Offshore Products and Services’.

Christopher has broad experience of both general international corporate and funds work with particular expertise in private equity and hedge funds, having spent ten years in the City at Ashurst, RAB Capital plc and most recently at SJ Berwin.

At Carey Olsen, Christopher advises on all aspects of fund and corporate transactions, including the legal and regulatory aspects of fund launches, and joint ventures. He also has considerable experience in dealing with the Jersey Financial
Services Commission in navigating investment vehicles through the Jersey regulatory approval process.

While at Ashurst and SJ Berwin, he acted for several hedge funds, private equity and venture capital houses in relation to their fund launches, carried interest arrangements and ongoing corporate governance issues, including fund restructurings. During his time at RAB, Christopher set up several funds and advised in relation to the establishment of numerous managed accounts, including several bespoke performance fee mechanisms. More recently, Christopher has advised both managers and investors on the legal aspects of fund restructurings.

Nick Vermeulen

Partner at PwC Channel Islands

Nick is a Partner with PwC based in Guernsey. He is responsible for leading innovation and technology within PwC in the Channel Islands. Nick is a Chartered Accountant with over 20 years of experience in the financial services industry. He has a degree in Computer Science and worked on highly secure communication systems for the UK Government prior to joining PwC. In 2015 Nick wrote the Fintech Strategy for the Guernsey Government looking at how the island might seek out opportunities to use new technology such as AI-based robo advisers and cryptographically secured databases such as the blockchain. Since then he has been working with Northern Trust on their blockchain system for the Private Equity market focusing on reporting out of the system for auditing and other purposes.

He continues to assist the Guernsey Government by sitting on an innovation team looking at how new technology can be deployed within the island and ensuring that the islands legislation keeps pace with advances in technology.

Dilmun Leach

Group Partner at Collas Crill

Dilmun is a funds, corporate and regulatory lawyer based in Jersey.

His funds practice includes acting on the launch of investment funds and their satellite vehicles including co-investment and carry vehicles, advising on the Jersey AIFMD regime, and the establishment and licencing of Jersey managers. Dilmun has experience of working with fund managers investing in a variety of asset classes including debt/CLOs, private equity, real estate, infrastructure, oil & gas and virtual currency.

Dilmun’s corporate practice includes mergers & acquisitions, initial public offerings (IPOs), schemes of arrangement, establishing investment vehicles to acquire a range of assets including infrastructure and real estate, and group restructurings.

His regulatory practice includes advising on marketing funds and other financial products into Jersey, change of control advice and applications to the Jersey regulator, and the launch of innovative new products including crowdfunding platforms, debt issuance vehicles, and products involving virtual currency and tokens.

Dilmun is actively involved in the Jersey finance industry, which has included responding to industry consultations for example on LLCs and the Jersey Private Fund regime, is a committee member of the Jersey Funds Association, a member of a working group reviewing the Jersey limited partnership law, and a member of the Jersey Association of Directors.

Prior to joining Collas Crill in 2017, Dilmun worked for another leading offshore law firm in Jersey and Herbert Smith in London.

Prof. Bill Buchanan, OBE, PhD, FBCS, FIET, PFHEA

Professor at Edinburgh Napier University

Bill Buchanan is a Professor in the School of Computing at Edinburgh Napier University, and a Fellow of the BCS, and the IET, and a Principle Fellow of the HEA. He was appointed an Officer of the Order of the British Empire (OBE) in the 2017 Birthday Honours for services to cyber security. Bill recently received an "Outstanding Contribution to Knowledge Exchange" award at the Scottish Knowledge Exchange awards, and was included in the Top 10 academics for Blockchain with a recent UK Government report. He leads the Centre for Distributed Computing, Networks and Security, the Blockpass ID Lab, and The Cyber Academy (thecyberacademy.org). His research has led to three successful spin-out companies, including Zonefox, and he has developed a number of patents. Bill has published over 280 academic papers and 29 academic books. His main research focus is around information sharing, threat analysis, cryptography, Blockchain, e-Health, and triage within digital forensics. Bill regularly appears on TV and radio related to computer security, and has given evidence to both the UK and Scottish parliaments. He has been named as one of the Top 100 people for Technology in Scotland for every year since 2012, and was also included in the FutureScot "Top 50 Scottish Tech People Who Are Changing The World". Recently his work on Secret Shares received "Innovation of the Year" at the Scottish Knowledge Exchange Awards, for a research project involving splitting data into secret shares, which can then be distributed across a public Cloud-based infrastructure. He was also included in the JISC Top 50 Higher Education Social Media Influencers and has one of the most extensive websites for computer security education (asecuritysite.com).

Tom Fothergill

Lead Policy Adviser, Banking & Corporate, Financial Services & Digital Economy for the Government of Jersey

Tom Fothergill was appointed Lead Policy Adviser, Banking & Corporate in Financial Services & Digital Economy in October 2017. Tom’s key focus in this role is on the banking sector and fintech development.

Prior to joining the Government of Jersey, Tom was a private practice lawyer specialising in bank and insurance company solvent restructuring and regulatory advice. He advised on a series of innovative and high-value intra-group transfers of banking business across the Crown Dependencies and cross-border banking and investment business book transfers. He also maintained a busy portfolio of bank finance, corporate finance and listing work. In 2015, Tom was seconded to Government to assist with the creation of Jersey’s bank resolution regime, a project which he continues now in his permanent post.

Tom has previously been an officer in the British Army and founded his own restaurant business which he sold in July 2018.

Nish Patel

Strategic Advisor for Block Estates

Nish is a diligent multi-disciplinary consultant with experience in FinCrime (AML /CDD /Sanctions) and blockchain solutions. He is proactively working with global blockchain teams and the FCA on the largest Section 166 audit from a data FCC perspective.

Nish holds an MSc in Real Estate from UCL and partakes in UK real estate development activities and sources property deals in the range of £1m-£50m for developers. His network grew due to his prior role at a start-up company that he aided to seed funding.

Currently he is a part of the advisory board for Block Estates, which is the next generation real estate investment platform that facilitates the use of crypto and fiat currencies to invest in tangible, high-return real estate investments.
